It's not a C64 one, but the fastest loading one I remember was a Vic 20 Q-Bert clone from Anirog, Hexpert. It only took about 4 seconds to load!!

I was only able to listen to the stream on Slay Radio but I've got to agree with everyone else - it was an absolutely breathtaking performance and simply captivating.
