You could try if you can get an ftp connection from the command prompt in 'normal mode'. Sometimes when the winsock is corrupt, ie, mozilla etc doesn't work, while sometimes telnet, and most of the times ftp work fine. Also pinging other sites should work. If so; you could try winsockxpfix and ...

Isn't the problem more the number of votes than the actual grade?
Most tunes get 20 votes or so, so the 'tactical' voters have more influence on the overall score. And with the current quality filter it seems impossible there are tunes on there which are bad. So when earlies the scores respresented ...
